With an official population of just over 1,500, Oro Valley entered a relatively quiet 10-year period ahead. Yet pieces came into place for the community’s full flourishing.
Tohono Chul, then in unincorporated Pima County and today part of Oro Valley, was dedicated in April 1985. Sun City Vistoso, the first major development north of Tangerine Road, and the first self-contained senior living community in Southern Arizona, was dedicated in 1986. Oro Valley annexed and planned 8,000-acre Rancho Vistoso in 1987. Copper Creek Elementary School opened in the major subdivision bearing its name in 1988. And the Central Arizona Project canal, now a source of some Oro Valley water supply, was completed to Tucson in 1991.

Oro Valley also built and dedicated its new – and current – town hall at 11000 N. La Canada. It was dedicated April 12, 1991, named for 12-year Mayor Steve Engle, and completed at the cost of $1.25 million.
