March 18, 2025
OV Court Renovation Project will be finishing Phase 2 this week and transitioning to Phase 3 in the final push to completion. The interior work of Phase 2 is coming together in the office area and new front lobby. We have great progress with drywall, signage, ceiling, carpet, painting on the inside and stucco on the exterior. The photos show the range of work completed recently. Overall, we continue with good progress and plan on being complete by late spring 2025. This project will be followed by the OV Court Sally Port work beginning in April-May of this year as the current work by Barker Contracting is being completed.




January 24, 2025
OV Court Renovation Project reports good progress with the entryway and interior work on the north half of the court lobby. The short interior walls will guide court visitors through the x-ray screening equipment in the finished lobby. The shift to phase 3 is planned for late-February, a slight delay as we schedule around the court dates, furniture delivery and completion of the work. The final phase of the project has been expanded to include preparation for the future Sally Port for the court facility. A Sally Port is a secure entrance that is similar to those seen at other court facilities which allow persons in custody to be transferred safely between the police and the court. Overall, we continue with good progress and plan on being complete by late spring 2025.

December 23, 2024
The OV Court Renovation Project has recent progress of placing the asphaltic concrete pavement in front of the new court entrance. The pictures show the ‘before and after’ of placing the pavement. The interior work in phase 2 is proceeding slowly and the expected date to shift from phase 2 into phase 3 has pushed out toward the end of January. The overall completion schedule is unchanged so the delivery to the Town is unchanged. Overall, we are doing well, and we plan on achieving our planned completion date in late spring 2025.

The OV Court Renovation Project phase 2 improvements continue. The first picture shows the old main court building entry looking outward to the west. The second photo shows this same wall but looking to the east. The south half of the new court building entry was built with phase 1, visible to the right in the photo. The north half (left) of this entrance is being rebuilt with in phase 2 to expand the lobby and make the north half match the south half. Progress is good and we plan on achieving our planned completion date in late spring 2025.

We are proud to announce the continued good news for the OV Court Renovation Project. The furniture for our new phase 1 area has been received and installed, making the new space look almost finished. We held court last week without issues and everyone loved the new space! Progress remains good and we anticipate achieving our scheduled completion date in late spring 2025.

OV Town Court Expansion progress means updated operations 11/04/2024
We’re excited to share the latest progress on the Town Court Expansion project!
Phase 1 of the project has been completed. The overall project includes new attorney meeting rooms, a jury deliberation room, public restrooms, and an expanded lobby — all designed to enhance operational efficiency for staff and the community.
As Phase 2 began this week, the construction fence has been repositioned to cover the building’s main front entrance. Phase 2 (of 3) will focus on completing the main lobby, front desk, and a new staff layout, with the entire project on track for completion by late spring 2025.
While construction continues, Town Court operations will proceed as follows:
- On designated court days, which are currently scheduled for four days per month, the Court will operate in the newly completed area, accessible via a temporary entrance on the southeast side of Building B. Public access will be limited to these court days.
- On all other (non-court) days, the Courts team will continue operating from its temporary location at the Community and Economic Development (CED) office lobby in Building D.

Past Updates
November 08, 2024
The project team completed phase 1 for the construction of the south portion of the new expansion. Court is now being held using the new entrance and with temporary x-ray machine and security into the court room. During non-court days (all but four per month), the court will be conducting business from the Community and Economic Development (building D) front counter. The exterior work is progressing well with windows now complete. We continue to make good progress and anticipate achieving our scheduled completion date in late spring 2025.

October 14, 2024
Final installation on drinking fountains, cameras, access hatches, electric panels, door frames, beautiful wood doors, paint, signs, lights, flooring, base molding and more going on this week! Soon the project will be switching from Phase 1 to Phase 2, so please be aware and expect some changes with the fencing and signs. Some of the court staff will be working out of the CED/PW lobby during non-court days and in during Phase 2r. Overall, things are still doing great and we appreciate Barker Contracting, our local contractor constructing this project.

September 27, 2024
Significant progress on the interior includes installed the duct registers, hung doors, set flooring, and installed lights. The interior work is nearing completion in phase 1 and we are busy preparing for the transition to phase 2 of the project. Staining doors is the second featured activity this week and you can see where the new lobby counter will be installed in the background. Overall, things continue to be positive for budget and schedule.
September 20, 2024
Exterior progress on the landscaping is featured this week, along with the front entry canopy steel stud work in preparation for stucco. The overall infrastructure for the project took a big step forward last week with successful completion of the electrical tie in for the new improvements. This required an outage which was coordinated with the contractor and TOV facilities staff with minimal disruption to our operations. The furniture has been ordered and IT improvements are well underway for access control and security.

September 06, 2024
Exterior progress continues with the front canopy and stucco work. Barker’s work is proceeding well on the interior with finishes, doors, windows, ceiling and flooring all scheduled in the coming weeks. A power outage will be happening this week to allow the new improvements to be tied into the power systems. This will occur after hours and will interrupt service to CED/PW, Water and Courts during the night hours. The Admin building will be powered with the new generator. Once again, the project schedule nor budget require changes at this point.


September 02, 2024
Final painting occurred last week and we are working on the final steps to transition into phase 2 of the construction. Phase 1 area enclosed the covered walkway along the court building, constructed two new bathrooms and the south portion of the front entry. It is anticipated that we will make the switch to phase 2 in October. This will allow the old front entry and x-ray machine area to be renovated. A new entrance will be constructed. A power outage will be happening in the coming weeks to allow the new work to be tied into the power systems. This will occur on a weekend and so will have little impact on staff. As with the last update this project is on schedule and under budget.

August 17, 2024
Completion of exterior stucco, and continuing the interior work with installation of insulation, drywall, pulling electrical conductors, fire sprinkler piping, and junction boxes. Overall, the work remains on schedule and is proceeding well.

August 09, 2024
Work continues as tile in the bathrooms is installed and more work on the exterior wall facing the courtyard are completed. The interior work continues with installation of IT improvements, drywall, pulling electrical conductors, fire alarm, and junction boxes. Overall, the work remains on schedule and is proceeding well.

July 25, 2024
Construction continues with the exterior stucco, drywall on second side of the walls and the electrical improvements. Interior sound dampening insulation is shown being installed in the attorney-client rooms that are part of the renovation project. Wood blocking is installed in the walls for mounting audio visual improvements. Overall, we are on schedule and budget, and proceeding well.

July 19, 2024
Construction continues and exterior stucco, insulation in the walls and drywall on one side of the interior walls are amongst the progress recorded this week. Barker Contracting has made good progress with removal of the trees in front of the court building and the associated utility complications that presented. The construction fence will be moving in this area to allow construction of the front entry for the court. A temporary pedestrian route will be marked to allow the sidewalk traffic to pass.

July 9, 2024
Progress last week on the OV Court Expansion project included maki ng the water connection for the added bathrooms to connect with the water system for the campus. Interior walls have been completed and the recent focus is on the conduit installation and electrical panels. Foundations for the west canopy paused for the removal of tree stumps in front of the court building. There will be an adjustment to the layout of the construction fencing to allow the grading and concrete for the front area (new court entry), so be on the lookout for updates.

June 28, 2024
Barker Contracting continues making progress completing the OV Court Expansion project. The interior walls have been completed and soon drywall surfacing will begin. That work includes HVAC ductwork, electrical and communication conduits, lighting, fire sprinkler and alarm in the new added space that is Phase 1 of the project. The bathrooms are in this area and much of the work has been completed in preparation for installation of drywall. The foundations are placed for the entry canopy to the west and work continues. When visiting our campus, please pardon our noise and use caution in the construction zone.

June 16, 2024

The OV Court Expansion project is making good progress, on budget and on schedule. The utilities have been connected, the existing concrete slabs demolished and replaced, walls installed, HVAC (air conditioning) is being installed on the roof. The millwork contract is underway and vendor selection will occur this month. Contracts are in place for the access control with APL and extending the fiber communications with ACE, all contracting directly with the Town. These contracts will be coordinated over the following months to allow the court staff to move into the new addition this fall.

Construction of the metal stud exterior walls was completed this week following the concrete floor last Friday. Work is beginning for HVAC (Heating, Cooling And Ventilation) improvements and the extensive communication and security needs of the court.

May 17, 2024
Barker Construction is making great progress with Phase 1 of the Expansion project. They have completed the demolition of the floor and installation of the utilities for the new bathrooms. The floor was placed today which marks the biggest and noisiest activity in Phase 1, the construction of the new building space. The work on the improvements will continue over the summer and the Phase 1 work will be completed in the fall. The picture shows the contractor ‘soft sawing’ the concrete to control cracking. This is done rather than tooled joints as it provides a better flat floor installation of flooring later in the project, while effectively controlling the cracking.

April 11, 2024
Work has started on the expansion with the start of the ceiling removal in the breezeway. This week, Barker Construction will begin jackhammering and sawing the concrete slab for removal. This will be disruptive and is currently scheduled to occur tomorrow and Friday, April 11 and 12. Please be aware of noise and other construction activities impacting the site should you visit our campus. Depending on progress, this will likely extend into early the following week.

Please be advised that construction will be taking place at Town Hall, Building B, beginning Monday, April 1st. The scope of the project involves an expansion of the Town Court Building, adding approximately 2,000 square feet to the existing facility, as well as remodeling some of the existing interior spaces.
The construction is expected to last until March 2025. During that time, the contractor will be utilizing parking spaces to the north of the facility as a laydown yard for materials and equipment. Temporary fencing will be installed around the work area, but please exercise caution when walking near the construction zone.
We appreciate your patience and understanding as we improve our Town Court facilities to better serve our community.
General Safety Precautions for Passersby:
- Do not enter the fenced construction area.
- Observe all posted signs, cones, and barricades around the construction site.
- Be aware of your surroundings. Stay alert for construction equipment entering/exiting the site.
- Stay a safe distance away from any open excavations, trenches, or holes.
- Report any safety concerns to facilities@orovalleyaz.gov .
